What is Battery health minimum?

In short

The lowest battery capacity a refurbished phone is allowed to have when it ships, expressed as a share of a new cell's capacity.

Battery health measures how much charge a cell still holds compared with a new one, and the stated minimum is the floor a seller accepts before a phone may be sold as refurbished. A higher floor means a newer cell and a longer expected service life; a lower one usually means a price cut with more charging ahead. Mozillion sets the bar highest of the sellers here, at 85%. Clove Technology accepts the lowest, at 70%. Back Market, Loop Mobile and Mobile Reborn each require 80%. Check the figure for the exact model, since thresholds can vary by device.
